 The face of defiance. Natives strongly oppose TVI's expansion plans. By the looks of it, TVI Resource Development (Philippines) Incorporated, is trying to court again the Subanens of Sitio Paduan, Barangay Candiz, Siocon, Zamboanga del Norte, last June 17 when they presented their plans to explore the area. They made their presentation to a group of Timuay of the Subanens inside the Apo Manglang Dlupa Pusaka Tribal Hall.
The said group of tribal and traditional leaders was led by Timuay Boy Anoy who is one of those who strongly opposed the move by TVI to mine the area. The said meeting which is dubbed the Consultative Community Assembly for the APSA in Sitio Paduan was attended by the leadership of the native Subanen. Personnel from the National Commission for Indigenous People (NCIP) Region X, members of the Amnesty International from different areas, as well as the Pegsalabukan Bangsa Subanen a Non-Government Organization (NGO) watching over the rights of the indigenous peoples of the different areas of the Zamboanga Peninsula also were present. Also present during the assembly were members of the DIOPIM Committee on Mining Issues (DCMI) who are based in Dipolog City. During the assembly, TVI stated their objective of doing an exploration is Sitio Paduan, one of the areas covered by the permit their applying for. It can be remembered that TVI have mining activities in Mt. Canatuan which is situated near Sitio Paduan. TVI plans to expand their operation around their present location. However, the natives in the area strongly oppose the expansion plans of TVI due to the damage that TVI has done to their sacred mountain which is Mt. Canatuan. In fact, they so strongly oppose it that TVI's enumeration of the various development projects that TVI has implemented in the area such as schools for the children, jobs not only for men and also women Subanen and other proposed development projects, have failed to change their position. TVI thoroughly explained that their activities will be limited to exploring Sitio Paduan to determine if there are enough deposits. If however, the volume is less than what is required, no mining activities will be conducted in the said area, TVI assured them. The prospect of exploration makes the natives of Sitio Paduan very apprehensive for they themselves are sure of the richness of their land. If proven true by the exploration, mining operations and its accompanying destruction of the environment is a reality which they refuse to accept.
