With this year's theme, "Safe Ka Ba? Programa Laban sa Kalamidad, Tungo sa Pagunlad", the Office of Civil Defense (OCD) of the Department of National Defense (DND), Region 9, enjoins all sectors to participate the celebrations of the National Disaster Consciousness Month pursuant to Executive Order 137 of then President Joseph Estrada.{sidebar id=9}

E.O. 137, a one-month celebration, was signed by President Estrada to let the Filipino people be aware on disaster preparedness be it natural or man-made. It supersedes Proclamation No. 296, dated July 28, 1988 which implemented only in a weeks time, or the National Disaster Consciousness Week, every first week of July.
