At least a total of P214.796-million pesos was released by President Gloria Macapagal Arroyo (PGMA) for Zamboanga del Sur agricultural development and P87-million for Pagadian City Airport during her visit in Pagadian on September 17, 2007.
Megayon Festival Graced by President PGMA arrived at 11:30 am to grace the 55th Founding Anniversary of the Province of Zamboanga del Sur Megayon Festival and the official declaration of the opening of Biyahe na sa Zamboanga del Sur Agro-Tourism and Heritage Complex, at Barangay Dao, Pagadian City. PGMA turned-over a check of P20-million and Notice of Award to Governor Auring Cerilles and Mayor Baya for Kagawasan-Tabina Road in Dimataling and another P20-million and Notice of Award to Mayor Mary Ann Cartalla for Bobuan-Sigacad, Bayog farm to market road under the Mindanao Rural Development Program. PGMA also turned-over the amount of P12-million to Mayor Orais for Balongating-Guling farm to market road and P25.291-million communal irrigation system for Barangay Balongating and Canunan in Guipos, P55-million for the ongoing three farm to market roads in Dumalinao, four for Pagadian City of which 20% was completed, P47-million farm to market roads for Tukuran. Another P5-mllion each for the rehabilitation of farm to market roads for the municipalities of Dumingag, Suminot, San Pablo, Midsalip and Pitogo and P30-million farm to market roads for the municipalities of Bayog, Kumalarang, Margosatubig, Tigbao and V. Sagun. New Agri-Tourism for Sustainable GrowthThe theme “Binag-o nga Agri-Turismo Alang sa Malahutayong Paglambo” (New Agri-Tourism for Sustainable Growth) recognizes the promise of development which will be implemented thru the combination of agriculture and other activities like agri-business which is the most important priority in Mindanao as Super Region, PGMA said in her speech during the occasion. “As I said at the State of the National Address that 40% of the entire program and project funds will go to the Department of Agriculture, Department of Agrarian Reform and Department of Environment and Natural Resources which will be used in Mindanao,” PGMA said. “Included here is the 1-kilometer farm to market road, some are also coming from our value-added tax. Thanks to Congressman Antonio Cerilles and to other congressmen by passing and approving some important laws in the last congress. Some of the other projects came from the foreign loans of the national government like the ones from the World Bank, the Asian Development Bank and the Japan Bank for International Cooperation,” PGMA Added. Most Palay Lands Opened in 20 Years “For irrigation, our administration has opened up the most palay lands in 20 Years in terms of new, repaired of rehabilitated irrigation system. Of Mindanao’s potential irrigable area of 960-thousand hectares, 320-thousand hectares have been developed so far by us of 33%. Of region 9’s estimated potential irrigable land of 76-thousand hectares, 53% or 40-thousand hectares have been developed by our administration so far.” PGMA disclosed. PGMA told the people that the government is helping in making the popular bio-organic farming in Zamboanga del Sur. Now, a lot of farmers became successful because of these, at the same time they also help the implementation of our program clean and green environment. “For the Department of Environment and Natural Resources, the share of Mindanao in the Regional Budget Operations includes allocation among others: reforestation, cadastral survey, protected areas management, research, and mines and geosciences.” President Speaks in Vernacular {sidebar id=5} “Gihandum ko nga ang inyong regional trade fair sa sunod tuig mas daghan pa ug ikapakitang mga produkto sa uma tungod kay mahuman na ang kadaghanan sa dalan.” (I hope that your regional trade fair in the next year will be more agricultural products to display from your farms because by that time more roads were already completed) “Dako ug ikatabang ang turismo aron ma-ila sa tanan ang inyong mga produkto sa uma ug sa dagat, busa kusgan pa nato ang atong paningkamot aron mahibalo ang tibuok kalibutan nga daghan klase ang mga produkto dinhi sa Zamboanga Peninsula.” Another important project in Zamboanga del Sur was mentioned by PGMA was the status of Pagadian City – Zamboanga City Road of which the President allocated additional P30-million for the completion of Kumalarang-Buug section. Airport Development Regarding Airport development in Mindanao, PGMA wanted the immediate completion of Pagadian City Airport and the Bids for the P57-million appropriation for the runway overlay have been submitted. “To accommodate your official’s request for runway extension to accommodate bigger planes, another P30-million realigned from last year’s budget for the runway extension published last August 30. The bids will be opened on October 11, 2007 and construction will start last week of October 2007.” PGMA said. Health Programs For the Healths programs, the President elevates the level of Zamboanga del Sur Provincial Hospital and the Aurora General Hospital and give them additional modern equipment and ambulance. The implementations of all infrastructure projects here and in the entire Mindanao and in any other places of our country were parts of the fruits of development of our country that we are giving it back to the Pilipino people and these will be continue up to 2008 and in every remaining year in my administration, GMA explained.
