 Gov. Auring E. Cerilles The disclosure of Governor Auring E. Cerilles about the P200-Million bridging fund for the regional transfer last February, was instilled in the minds of the Pagadianons for the media to inquire when it is going to be released.
“Very soon,” Governor Cerilles assured. In fact, she said, “President GMA has already instructed Secretary Silvestre Bello III of the Office of the Presidential Assistant on New Government Center (OPANGC) to meet all the regional directors – compelling them to come (“no proxy”), those who have fully transferred to Pagadian and are still holding office in Zamboanga City.”  Sec. Silvestre Bello, III in file photo Cerilles, as chair of the Regional Development Council (RDC) disclosed to the PPB that the council has scheduled a 3-day meeting relative to the full implementation of the regional transfer to include other development concerns in Zamboanga Peninsula on May 9, 10 and 11 here.
Day 1 will be the meeting with all the regional directors to discuss and iron out all their concerns so that on the following day, with OPANGC officials we will be discussing the release of the P200-M bridging fund, the RDC chair pointed out.She clarified that bulk of the amount is allotted for payment to affected employees as their relocation pay while a slash of it will be used to construct a so-called “regional financial center” to house the Department of Finance, Budget and Management, Commission on Audit, including the office of the National Economic Development Authority. The lady governor said, this meeting was originally set last March but was postponed for she went abroad to join her husband Congressman Antonio H. Cerilles in South Africa as head of Philippine Delegation of the Inter Parliamentary Union who include 6 congressmen and 6 senators. With the P200-M bridging fund, President Gloria Macapagal-Arroyo is now putting pressure on the regional directors to comply her order through the OPANGC, Cerilles elaborated. It may be recalled that former President Corazon Aquino signed Executive Order No. 429 declaring Pagadian City as seat of regional offices for Region IX way back October 1990. However, Presidents Fidel Ramos and Joseph Estrada, who followed suit, respectively, failed to implement it. Critics say, during these times, then Zamboanga City matriarch (Mayor and Congresswoman) Maria Clara Lobregat resisted for the men presidents failed to effect the transfer. Turn of events have favored Pagadian City and the province of Zamboanga del Sur when President GMA garnered a commanding lead of almost 200 thousand votes over her close rival the late Fernando Poe, Jr. in 2004 presidential elections. Co in file photo Eventually, on November 12, 2004, PGMA issued Memorandum Circular No. 75 directing all regional directors to gradually transfer their offices to Pagadian City. But only few have complied. And late last year, PGMA order Secretary Bello to effect the “calibrated transfer” of the regional offices. On the part of the City Government, City Mayor Sammy Co created the Pagadian City Regional Center Management and Coordinating Office (PCRCMCO) designating Engr. Leonila Sisona as executive director . To date, according to Sisona, of 68 regional offices expected to move in from Zamboanga City, only 28 have fully complied, 8 established their satellite office here while 32 others still remain unmoved.
