Zamboanga del Sur - At least five directives were issued by the Chief PNP Avelino Ignacio Razon, Jr.. The directives were transmitted by the Philippine National Police Regional Office-9 to all City and Municipal Police Station and implemented here by Zamboanga del Sur Police Provincial Office Provincial Director P/ SSupt Ramon Martinez Ochotorena.
The order is the answer following a dialogue by Chief PNP Razon with vegetables dealers who raised the issue of alleged rampant extortion activities or "Kotong" perpetrated by some PNP and LTO personnel. The vegetable dealers complaint regarding the allegedly rampant "kotong" activities particularly those manning the checkpoints. The 5-directives are; A. Intensify counter-intelligence operations to identify and investigate PNP, LTO and other law enforcement personnel engaged in extortion, hold-up and other nefarious activities. B. Conduct sustained entrapment operations against "Kotong" policemen, LTO and other law enforcement in your Area of Responsibility (AOR) and file appropriate charges against perpetrators. C. Intensify effective measures to stop the reported rampant extortion activities along the highways and major thoroughfares and D. Ensure that personnel conducting checkpoints must be in proper uniform with visible name plates and in no circumtance shall jacket be worn to cover nameplates.
