Twenty-one regional offices dubbed as “Club 21” will be given priority and promised to have incentives for obeying Malacañang order just in time to avail of the P200-M Bridging Fund.

“For the “Club 21” you (regional employees) will be given a housing privilege and productivity bonus as our reward to you for transferring on time,” the Office of the Presidential Adviser for New Government Centers (OPANGC) Undersecretary Danny Encenas pronounced, shortly after last Thursday’s  meeting was adjourned presided by governor Aurora E. Cerilles, being the RDC IX chairperson.

May 5, 2008 is the point of reference for Club 21, according to Leonila Sisona, executive director of the Pagadian Regional Center Management and Coordinating Office (PRCMCO).

Based on the PRCMCO record, the Department of Interior and Local Government (DILG) was the first to have fully transferred whose opening was in time of City Mayor Sammy Co’s birthday on March 10, 2006.  Department of Agriculture followed.  The rest are: Philippine Ports Authority, Bureau of Agricultural Statistics, Phil. Crop Insurance Corp, National Meat Inspection Service, Quedancor, Public Attorneys Office, Fertilizer and Pesticides Authority, Air Transportation Office, Philippine Information Agency, Cooperative Development Authority, National Commission on Indigenous Peoples, National Housing Authority, Department of Environment and Natural Resources, Mines and Geo-sciences Bureau, Environmental Management Bureau, Dept. of Agrarian Reform, Housing Land Use Regulatory Board, Office of the Civil Defense and Traffic Management Group.

“We are happy to hear about the incentives,” DILG Regional Director Loreto Bhagwani remarked in reaction to the pronouncement of Usec Encenas.  However, this early, he expressed reservation of announcing it to his staff until he receives specific instructions for this matter.

In the meantime, Bhagwani categorically requested the City Government to procure vehicles to transport regional employees while many still go home to Zamboanga City during weekends.  “With free transportation provided by the city, this will surely appease the affected employees because they are hurt by the fare expenses alone which would cost them almost P400 one way.” 

It was learned that Mayor Co is on the process of procuring vehicles for the regional center.

PRCMCO also reported 15 regional offices having partly transferred, they are: NEDA, DepEd, BJMP, PDEA, PRC, DPWH, Marina, NTC, LTO, LTFRB, DSWD, NICA, CIGG, TelOf, and FIDA while BFAR, PCG and BIR have only established satellite offices here.

On the other hand, except DOST that rented the whole second floor of Gasul Building for its regional office, 28 other regional offices still do not  move for the transfer as of May 5, namely: NIA, PCA, NNC, NFA, PNP, BFP, Napolcom, NBI, LRA/RD, CHED, PopCom, DOH, BFAD, NSO, HUDCC, PMS, OMA, TESDA, DBM, BLGF, BOT, COA, Bureau of Customs, Phil. Airforce, Phil. Army, Phil. Navy, Phil. Marines and SEC.

For them to avail of the P200-M, OPANGC required regional directors to submit a clear transfer plan as stated in the IRR of the P200-M bridging fund provided they comply with the DBM documentary requirements: 1) relocation allowance (table of organization and plantilla position, appointment paper, service record, certificate of transfer, assumption of actual duties in Pagadian City, 2) office rental (copy of rent contract, canvass of rent, certification of occupancy), and 3) infrastructure (work program cost and estimates, etc.).

Present during the May 8 meeting were: Congressmen Victor Yu and Tony Cerilles, Vice Mayor Romeo Pulmones with City Councilors Wilson Co, Arnulfo Garcia and Arnold Gavenia from the city government.

OPANGC Secretary Silvestre Bello III headed his team which include Usec Encenas, Assistant Secretary  Bambi Mirasol, lawyer Kristine Ambatali, DPWH Assistant Secretary Abdulfatak Pandapatan, DBM Assistant Secretary Verbo Bonilla along with Presidential Management Staffs Joaquin Santiago and Patrick Gonzales.
