 OPANGC Usec Encenas and DBM Bonilla Officials of the Office of the Presidential Assistant on New Government Centers (OPANGC) has finally presented the Implementing Rules and Regulations (IRR) of the P200-M bridging fund to the regional directors last May 8.
OPANGC Secretary Silvestre Bello III, Undersecretary Danny Encenas and party met the regional directors and representatives at the Provincial Capitol as called by Regional Development Council IX (RDC) chair-governor to facilitate release of the supplemental fund for the full transfer of regional offices to this city. Before he discussed the IRR, Usec Encenas made clear to the RDs that Malacañang is giving them until June 2009 to fully transfer to Pagadian City as he emphasized, saying: “This fund can only be availed once for 2008 only on a first-come-first-served basis.”
He cited Sec. II under special provision of the 2008 General Appropriation Act (GAA) that the P200-M is to support the promotion of the new regional center for Region IX (Pagadian City) by facilitating the transfer of regional offices being sourced from the unprogrammed funds of the Office of the President.Of the P200-M, P64.40 million is intended for relocation allowance of 7,153 affected employees at P300 per employee a day for 30 days based from 2004 data of the Civil Service Commission while 1,504 employees signified to retire or transfer to other work. P90.10-M is allotted for office rental, expense of transferring offices or construction of new building and the other P45.50-M is for the operational cost to facilitate the transfer.  OPANGC USec Encenas presents the proposed IRR of the P200-M bridging fund. Encenas, who heads the technical working group for regional transfer in Region IX closely coordinates with the Pagadian Regional Center Management and Coordinating Office (PRCMCO) under Executive Director Leonila Sisona.The IRR states that funds will be released in trust to the Office of the Governor after ROs’ submission of work and financial plans and supporting documents for their transfer as prescribed by the Department of Budget and Management. Governor Cerilles, for her part, gave at least one week for each regional director present or his representative to submit an honest to goodness relocation plan. She meant it to the 16 regional directors who have partially transferred, 3 with satellite offices and 28 others with no movement yet inasmuch as she lauded the 21 regional offices dubbed as “Club 21” which are fully transferred here. “Let us stop thinking that this transfer won’t be fully implemented because PGMA is only until 2010 for this is already a law,” Cerilles told them, adding, “you might as well act now dahil nasisilip na tayo ni presidente. Every time we meet she always asks about the regional transfer.”  OPANGC Sec. Bello On the other hand, Sec. Bello underscored his message by telling the RDs to take the transfer as an opportunity to strengthen their offices, citing the Fiber Industry Development Authority turn to be an abaca center in Asia when transferred here.
