The United Nation Children’s Education Fund (Unicef) and the Philippine National Police’s Women and Children Protection Center (WCPC) conducted a 3-day training to Police Investigators and Policewomen handling the Women and Children’s Desk at Hotel Alindahaw here last week.
It was a rigid training that pressed the 30 police investigators and 28 policewomen (incharge of women and children’s desk) in Zamboanga del Sur to learn proper conduct of a crime scene investigation, forensic interview, accomplish an investigator’s notebook, how to prepare a sworn statement and experience testifying in court whose performance were graded. They had to finish the 3-day seminar from March 3 to 5. Camp Crame’s Chief on Children and Women Protection Center P/Chief Superintendent Yolanda Tanigue sent her pool of trainors trained by Unicef headed by PSupt. Ruby Grace Sabino, a medico-legal with P/Chief Inspector Genelle M. Gulmatico, PO3 Raquel Aniwasal, training specialist Rosenda R. Ayson and guest resource person who was a former CIDG forensic investigator (retired) PChief Inspector Eliseo Escandor.
According to DILG Provincial Director Abcede H. Asjali, Zamboanga del Sur on her 6th Country Program for Children has facilitated this training to capacitate law enforcers with knowledge in handling cases involving women and children. At the last day during the culmination program, SPO1 Jose Roylan G. Zulueta was tasked to give impression about the training in behalf of the investigators. He was grateful of Unicef and the PNP Central Office for providing such training to them. “They traveled this far just to impart to us knowledge in proper police work,” he said. “Ang dami nating kulang sa ating work,” admitted the police investigator from Aurora, Through this training at least we are now equipped with theories combined with our experience to make sure that criminal cases we filed in court will attain conviction of the suspect/s, he added. On the part of the policewomen, Dumalinao’s Women and Children’s Desk incharge Gina Gumilao was so impressed by the competence and patience of their trainors and encouraged her counterparts to utilize all the knowledge, skills they got from that training so that they perform their job efficiently and effectively. In response, head trainor Sabino admitted that the task in conducting such seminar with great number of participants in a short time is so taxing on her part. For a quality result the training should have been made 5 days but it was shortened to 3 days because of budget control, she added. For them to finish the course within 3 days, Sabino bared that they themselves were pressured so they should be strict to the house rules and guidelines for the trainees to abide. “We might not fully achieved our goal but am sure you can start on your own now as I have seen in you the commitment and dedication to do your job,” Sabino said. She also noted that participants clamor for more capability trainings regarding women, children investigation courses. DILG Director Asjali in response, said, the Zamboanga del Sur Council for the Protection of Women and Children will have more capacity building training for them. Sabino’s boss, a forensic Social Worker who happens to be the first lady police general in the country Chief Superintendent Tanigue flew in from Manila just in time of the graduation. Tanigue as chief of women and children protection center told the trainees that despite her hectic schedule she has to be with them if only to motivate and inspire them to do their job perfectly. “If you have a better foundation like this you have a better execution of the law,” she stressed.
