The Civil Service Commission (CSC) Regional Office IX is cautioning the public not to be of prey of fraudulent activities of an alleged Bantay Bayan Foundation, Inc. with office address at SMR Complex, Gov. Camins Avenue, Zamboanga City.

CSC Assistant Commissioner Elmer Bartolata furnished Governor Auring E. Cerilles with copy of their Regional Memorandum Circular No. 06 relative to the advisory of the Office of the Ombudsman on the illegal activities of the Bantay Bayan Foundation, Inc. for her information and appropriate action.

The Office of the Ombudsman Mindanao confirmed that the Bantay Bayan Foundation Inc. is falsely and illegally representing itself to be an Ombudsman affiliate which collects membership and other fees using the name of the Ombudsman.

Reports reached the Office of the Ombudsman and had it validated, as follows: The fees being collected by the fraudulent group, include: P500 for membership fee; P30 as monthly dues; P500 Identification Card; P250 for Task Force Zamboanga ID.

These fees are being turned over to Mr. Pliny Domingo who claims to be the director.  Bantay Bayan Foundation issues Mission Orders and Memorandum Receipts to members who have firearms with corresponding fees which ranges from P850 to P1,500 per member.  A mobilization fee of P5,000 is also collected from persons who seek help from them.

The Office of the Ombudsman also certified that Bantay Bayan Foundation, Inc. headed by a certain Willy Calma is not an accredited Corruption Prevention Unit of the Office of the Ombudsman.

As a result of the investigation, sinages and documents using the name and logo of the Ombudsman or suggest any linking of the anti-graft office of the government were already removed.  Mr. Domingo was apprehended after he was caught of illegal possession of firearms and now facing charges for the deceit he committed.
