Pagadian City – All 85 Regional Offices was ordered to fully transfer from Zamboanga City to Pagadian City before the end of 2009 following the calibrated system of transfer to give the Agencies an ample time to undertake their preparatory activities including addressing concerns of employees and budgetary requirement.

The Memoranda for the President form Secretary Silveste H. Bello III, Presidential Adviser for New Government Centers on the action taken to move the transfer of Regional Agencies in Pagadian City that the Technical Working Group (TWG) which was organized during the Zamboanga Dialogue to coordinate the transfer and agreed on the following frame and strategy for facilitating the relocation of the Regional Agencies.

The City Government Pagadian headed by Mayor Samuel S. Co has already developed at least 30-hactares land area for the Regional Center at Barangay Balintawak that can accommodate 85-Regional Offices.

The TWG meeting was held in Pagadian City on September last year 2007 to firm-up the consensus for an effective transfer.

“As of January 7, 2008, The calibrated transfer shall involve 31-Agencies that are already in Pagadian City since 2005 shall upgrade their presence in the area into Satellite level by end of October 2007 expected to fully operational transfer by February 2008, Out of 31, 15-Regional Offices fully transferred and operational, 2 Regional Offices fully functional, meaning they can implement down-load or discharged at least One-major services from their office, 12- Regional Office are still in Satellites status and 8-Regional Offices can not qualify as satellite office but have established their presence in Pagadian City and 46-Regional Offices with blank status are still in their planning stage to transfer,” Engr. Leonila L. Sisona, Executive Director, PRC-MCO told this writer.

These are the status of Agencies on the Regional Transfer from Zamboanga City to Pagadian City that were classified into 7-categories.

Category A - Agencies that has established presence in Pagadian City since 2005 expected to fully transfer by end of February 2008;

1. Department of Interior and Local Government (DILG), only 28 personnel out of 72 are reporting, with Regional Head held office twice a month, in satellite status.
2. Department of Agriculture (DA), Regional Head visits Pagadian from time to time & and when there are meetings contacted in Pagadian, downloaded one mayor function, office is very suitable for Regional Office, 31-employees reporting on rotation, 70-personnels on field assignment remaining 70% of employees are reporting still in Zamboanga City, in functional status.
3. Department of Education (DepEd), only 28 out of 140 personnel’s are reporting, Regional Head reported Pagadian Office twice, during this reporting period from December 12-present office rented is very suitable as regional officer, no defined major function download, satellite status.
4. Department of Public Works & Highways (DPWH), with their 5-Bureau Office; a) Bureau of Research and Standards, b) Bureau of Construction, c) Bureau of Equipment, d) Bureau of Design, and e) Bureau of Maintenance, only 3-employees are reporting in Pagadian City, office is fitted as regional office, no major function download, Regional Head has not visited Pagadian Office during reporting period, their status is cannot qualify as satellite office.
5. Parole & Probation Administration, all requirement as regional office complied, fully operational status.
6. Bureau of Internal Revenue (BIR), no Regional Head reporting to Pagadian Office only 1-person reporting, status can not qualify as satellite office.
7. Bureau of Agricultural Statistics (BAS), all requirements as regional office complied, status fully operational.
8. Philippine Crop Insurance Corp (PCIC), all requirements as regional office complied, status fully operational.
9. National Meat Inspection Services (NMIS), all requirements as regional office complied, status fully operational.
10. Quedan & Rural Credit Guarantee Corp (Quedancor), status fully operational.
11. Philippine Coconut Authority (PCA), Regional Head with 18-key personnel reported at Pagadian Office last December 1, 2007 but moved back to Zamboanga City after 3-4 days but promise to transfer before the deadline, status can not qualify as satellite office.
12. Public Attorney’s Office (POA), Regional Head still hold office in Zamboanga City, 2-staff Attorneys are manning the Pagadain Office with 2-casual paid by the City Government of Pagadian, remaining staff are still reporting in Zamboanga City, atatus is satellite.
13. National Intelligence Coordinating Agency(NICA), Regional Head has reported to Pagadain once in a month of December, 2007, 3-regular employees are now manning the office, office is very suitable for a regional office, no major function download in Pagadian Satellite office.
14. National Food Authority (NFA), Regional Office is only sharing with Provincial Office, no regional employees reporting in Pagadian office, Regional Head has not reported to Pagadian Office, can not qualify as satellite office.
15. Bureau of Fisheries & Aquatic Resources (BFAR), was included in the declaration of the President to stay in Zamboanga City.
16. Fertilizer & Pesticides Authority (FPA), they are fully operational.
17. Professional Regulation Commission (PRC), Office fitted for regional office, only 3-employees out of 11 are reporting, Regional Head reporting twice a month, satellite status.
18. Bureau of Jail Management and Penology (BJMP), No regional head visiting in Pagadian City, only 9-personnel reporting, satellite status.
19. Philippine Drug Enforcement Agency (PDEA), RD visits Regional Office twice a month with 2-regular employees, satellite status.
20. Air Transportation Office (ATO), Cluster head is holding office in Pagadian with 4-regular and 2-casual stff, major function is already download in Pagadian City, being cluster office the status of transfer is fully operational.
21. Maritime Industry Authority (MARINA), RD is reporting office once a month, 1-regional employee is presently accepting all its function assisted with 2-casual employee, satellite office status.
22. National Telecommunication Commission (NTC), RD still hold office in Zamboanga City, only one employee doing its office functions, no major functions download, status is not qualify as satellite office.
23. Land Transportation Office (LTO), RD holding office in zamboanga city and visits Pagadian Regional Office twice a month, office is very suitable for a regional office, 4-employees manning the office, status is satellite office.
24. Philippine Coast Guard (PCG), District Commander is holding office in zamboanga city, & visits Pagadian Regional Office once a month which manned by Pagadian Station personnel, status is not qualify as satellite.
25. Telecommunication Office (TelOf), RD reports Pagadian Regional Office twice a month, no Major functions download, 1-provincial employee is manning the Office, and status is satellite.
26. Philippine Information Agency (PIA), regional office is fully operational.
27. Cooperative Development Authority (CDA), Regional Office is fully operational.
28. Housing & Land Use Regulatory Board (HLURB), Office fitted as regional office, RD reported once a month, status is can not qualify as satellite office.
29. National Commission on Indigenous People (NCIP), regional office is fully operational.
30. National Housing Authority (NHA), fitted as regional office, some major functions download already, RD hold office inb Pagadian, only 4-personnel out of 11 are reporting, status is functional.
31. Office of Civil Defense (OCD).RD holds office in Zamb9oanga City, 2-staff only reporting in Regional Office, status can not qualify as satellite office.
