Pagadian City – “We can simultaneously address the issues of generating employment from public works projects and making them transparent,” the President GMA said during his visit here to grace the 55th founding anniversary of Zamboanga del Sur and to open the Tourism Regional Showcase I Love Philippines Byahe Na sa ZamboSur.

Hire From Among the Residents

She instructed the agencies to comply with R.A. 6685 which requires contractors to hire from among the residents of the province, town or barangay where the project is to be undertaken, 30% of the skilled labor and 50% of the unskilled labor needs.

“The twin objectives of generating jobs from and instilling transparency on infrastructure projects can be met if beneficiaries can work on projects and watch them at the same time. For the citizens and their government, this is a mutually beneficial partnership. People can get paid and thereby directly partake from the government’s infrastructure spending while it benefits not only from quality workmanship of stakeholders but the sentinel work they do which would ensure that the work meets specifications and timetable.”

Spirit of Bayanihan

The people will then have "sweat" equity on government investment even as they earn from the public works construction which are essentially a reimbursement for the taxes they pay. We are tapping the "bayanihan" spirit of our people which has been the animating force behind civic enterprises in our communities. But this time it will be joint ventures that will both the gap in infrastructure and the employment needs of our people. A fair pay for an honest day’s work will result in honestly done projects, PGMA disclosed.

Most important, honorable work by ordinary people will make contractors honor their commitments. This is the kind of people power we need, one that marshals grassroots industry to bring integrity to government projects,

President PGMA stressed.

 Roads and Classrooms by Next Year {sidebar id=9}

Next year, 12-thousand classrooms in the whole Philippines and 2-thousand kilometers of national roads will be built. National Government alone will spend P116-billion for infrastructure. Included in this is P8-billion to bring water 111-thousand hectares of farmland. P2.4-billion should go to Mindanao. We have also P6-billion to build or repair 5-thousand kilometers of farm to market roads. P2-billion should go to Mindanao. PGMA said.
