President Gloria Macapagal-Arroyo appointed recently two senior officials of the Technical Education and Skills Development Authority (TESDA).

The new appointees are former Pampanga mayor Pastor Z. Guiao as Deputy Director General for Communities and Local Government Unit Services and  Assemblyman Rogelio C. Peyuan as Deputy Director General for Field Operations.  

Guiao exhibited exemplary leadership as municipal mayor of Magalang, Pampanga for three consecutive terms since 1998. During his first term in office, Magalang was elevated from a fourth class municipality to a third class town. The following term, the town was further raised to a second-class municipality. 

Under Guiao's stewardship, Magalang was consistently awarded the cleanest and greenest town in Pampanga.  In 2003, Magalang was declared the cleanest and greenest town in Central Luzon under the Gawad Pangulo sa Kapaligiran. 

Prior to his mayoralty post, Guiao was with the Bureau of Customs (BOC) as Chief, Baggage Assistance Division, and Ninoy Aquino International Airport and as Deputy Collector, Customs Postal Office, Port of Manila.  It was during his stint at BOC when prohibited drugs worth P33 million were seized – one of the biggest apprehensions in the history of the bureau. 

Peyuan, on the other hand, is a pride of Cavite City.  The youngest ever, barely 20 years old at that time, to be elected Assemblyman to the Batasang Pambansa.  He was one of the six youth representatives in the national assembly from 1978 to 1984.  {sidebar id=9}

Before joining TESDA, Peyuan served as consultant in various capacities: to the Office of the President in from 2005 to 2007; University of Perpetual Help from 2004 up to present; Office of the Secretary for Political Affairs from 2001 to 2004. 

He was appointed Special Assistant to the Chairman-Administrator of the Livelihood Corporation under the Department of Agriculture from 1997 to 1998. (PIA-Pagadian)
