Last August 31, 2007 starts the day with the registration of 27 Chiefs of Police all over the province together with their Police Investigators to join and hear speakers from the Integrated Bar of the Philippines in order to fully understand the salient features of the law. This was foreseen after the Integrated Bar of the Philippines (IBP) Pagadian-Zamboanga del Sur Chapter hosted a 2-Day Symposium(August 31-September 1,2007) on Selected Laws and a Dialogue among the Pillars of the Criminal Justice System here in the province. In his opening remarks, Atty. Edgar Bongalos, President of the IBP-Pagadian-Zamboanga del Sur Chapter said that, this is one way to understand it’s other especially in filing cases against suspects of a crime. And to have the activity an eye-opener to the five pillars of the criminal justice system to be one in its endeavor to promote the real essence of justice to both respondents and complainant of a crime. Honorable Judge Alexander Betoya of the MTCC Branch 1, Pagadian City lectured on the preliminary investigation of the law enforcers about a crime, its arrests, search and seizures, warrant less arrest and extra-judicial confessions. Judge Betoya further stress that, with the constitutional provision specifically on Section 1, Article 3, of the 1987 Constitution, No Person shall be deprived of Life, Liberty or Property without due process of the Law, nor shall any person be denied the equal protection of the Laws. It may be recalled that there are complaints against the dismissal of cases after the police submits evidence against a crime, however, the prosecution says, that one reason for the judiciary to dismiss cases are when evidence of the case are not fully submitted for its determination if there are prima facie evidences. And when these cases are dismissed, complainants always think that there are judiciaries’ in robes. Meanwhile, on the said symposium other salient features of the law and other special laws were also discussed. Prosecutor Cleto M. Edralin , Asst City Prosecutor of the City Prosecution Office discussed on PD 1602 or the Anti-Gambling Law in relation to R.A. 9287 or the Anti-Numbers Game and P.D. 1866 as amended by R.A. 8294 or the Illegal Possession of Firearms and Ammunitions. {sidebar id=9}Pagadian City and the whole province of Zamboanga del Sur suffered rampant illegal operation of number games to include “suertes games”. Other features were heard on the first day of the symposium when Honorable Judge Edilberto G Absin, Presiding Judge of RTC Branch 29 of San Miguel, ZDSon R.A. 9262 or the VAWC Act, R.A. 7610, the Protection of Children against Abuse, Exploitation, Discrimination and Cruelty in relation to R.A. 9344 or the Juveniles in Conflict with the Law. While Attorney Baldomero “Boy Fernandez, former Provincial Prosecutor and now as Board Member of the province talks on the Rules and Regulation of the Peoples Law Enforcement Board (PLEB), NAPOLCOM and Ombudsman for the Military and Law Enforcement Agencies (OMB-MOLEO). On the 1st day, City Prosecutor Reynaldo L. Goan moderates in the open forum.
