The Sangguniang Panlalawigan last week has declared the creation of Municipal Social Welfare & Development Officer and Municipal Agricultural Officer valid and operative.

Minus the necessary appropriation for the compensation of these two plantilla positions, the legislative body had to affirm and approve Municipal Ordinance No. 004 series of 2007 of Lakewood Sangguniang Bayan per authorization by the Local Government Code of 1991.
   
{sidebar id=8}Board Member Juan Regala stated his view on the issue.  He said: “we cannot question the passage of such Ordinance”, adding that the local government units are empowered to create and abolish positions.

Board Member Flaviano Fucoy, Jr., likewise averred that under the Local Government Code with or without necessarily appropriating funds for the position, the SB may be allowed to create positions for future puposes.

The Provincial Board found the Municipal Ordinance of Lakewood valid and operative citing the importance of having municipal social welfare & development officer who will handle the social problem of the municipality being a child-friendly municipality.  The same importance applies to the municipal agriculturist as Lakewood is generally an agricultural town.
