PAGADIAN CITY – Out of despair and frustrations for their failure to resolve the rampant operation of habal-habal competing with legitimate passenger tricycles, a group of drivers and operators gave a failing grade to the 14th City Council of Pagadian City.
This was learned over the weekend from the vice president of the Pagadian Independent Tricycle Drivers and Operators Confederation Nolie Flores as he said the Sangguniang Panlungsod again failed to treat the pending draft ordinance authored by MTFRB Chairman Glavys Gavenia that aims to regulate the operation of habal-habal around the city.Nolie Flores added that the request to regulate the operation of habal-habal around the city have fallen into the councilors’ deaf ears. Flores lamented that even if they resorted to a noise barrage in front of the Sangguniang Panlungsod Session Hall last Tuesday (May 13) just to dramatize their grievances everything turned futile since majority of the councilors did not even bother to take a glance at them outside and instead continued their session. “Kawang gayud ang among gihimo kay mura man ug bungol ang mga konsehal sa noise barrage nga among gihimo”, Flores said in an interview over dxpr’s Bantay Opisina radio program. On the one hand, Roseller “Dodong” Duterte, who presently chairs the PITDOCON also said that the members of the Sangguniang Panlungsod deserve a failing grade from the transport sector. He pointed out that the Committee on Laws chaired by City Councilor Nolie Garcia and the Committee on Ways and Means have prolonged the agony of the tricycle drivers by delaying their findings to approve or scrap the proposal of Councilor Gavenia. “Dugay naman kaayo ni nga nababoy diha sa Sangguniang Panlungsod apan ang mao nga komitiba mura man ug alanganin sa ilang mga findings”, Duterte lamented.
