The Sanggungiang Panlalawigan has recently authorized Governor Auring E. Cerilles to donate chunks of provincial government property in Guipos town to the Armed Forces of the Philippines-Philippine Army and the local government of Guipos.
All in all, the provincial government will be tendering out more than 23.5 hectares of over 43.6-hectarage of land in Guipos where 16.5 hectare is identified as military reservation for the Philippine Army’s pacification campaign; 2-hectare for tourism site and another 5 hectares for sports complex of Guipos town. Board Member Rogelio J. Saniel, chair, Committee on Assets Management, articulated, in his report, that if its for public’s interest and safety, the provincial government is bound to give in the request of the Governor. The SP last February 28 approved Resolution No. 2K8-276 for the Governor to execute the Deed of Donation for a 165,733 square meters military reservation known as Camp David Sabido which is currently occupied by the 53rd Infantry Battalion. The donee, according to the Resolution shall be represented the current chief of the Philippine Army with specific revocation clause which safeguards the purpose, which states that the site shall be exclusively for the Philippine Army’s pacification campaign in the area. Hence, by the time the AFP-PA decides to vacate the area, this site shall be automatically returned to the provincial government including all the improvements found therein. Saniel, cited in his report that sometime in 1978, a certain Lt. Colonel Agripino F. de Guzman, Commanding Officer of 8IB, 4ID wrote to then Governor Vicente M. Cerilles requesting the provincial government assistance in acquisition of a real property estate which could serve as “future home” of his unit. Eventually, this site was in Guipos which became the home of several battalions of the Philippine Army but Deed of Donation was not perfected not until today that Cerilles’ daughter-in-law, Auring becomes the Governor. Lately, Lt. Colonel Samuel Gayongorsa, Commanding Officer of the 53rd IB revived the request for the provincial official to act for Camp David Sabido is strategically located which controls over the insurgency operation of the CPP-NPA, terroristic and other secessionist movements. The following regular session, March 6, the SP through Resolution No. 2K8-280 granted the same authority to Governor Cerilles to donate 2 parcels of land to Guipos LGU adjacent to the identified military reservation. At present, the Guipos Cave and Resort which Guipos LGU has developed into a tourist destination is still a provincial government property for Mayor Francisco N. Oraiz, Jr. to request the Governor to officially donate it to LGU. The remaining 20-hectare ZamboSur estate is utilized as the Provincial Carabao Center. Last update : 10-03-2008 02:05
