Another abominable injustice here involves a young tribal girl whose abuser can not be reached by the law because the Provincial Prosecutor’s Office would not file her complaint for rape, forcible abduction and serious illegal detention in relation to Republic Act 7610 which is docketed as I.S. No. 07-277. 

This, despite the alleged failure of the respondent to submit his counter affidavit required by Rule 112 in the 1985 Rules on Criminal Procedure, as amended. 

The victim’s parents and the victim herself are anxiously awaiting for the wheel of justice to grind since the last notice to the respondent was sent to him on March 30, 2007. 

The respondent’s uncle who allegedly provided shelter to the respondent while keeping the victim in detention was also summoned, it appearing that the evidence shows that he must be impleaded as accessory to the crime. 

To date, nothing is heard of the case and this kind of lapses, mismanagement and other abuses by certain government officials support the claim of the NPA that it has “tens of thousands” of militias nationwide. 

Since the above narrated incidents happen everywhere in the country, the AFP can not reduce, no matter what they do, 1000 NPA fighters every year. 

The military has the capability to realize its forecast but all other governmental structures and its components must help the AFP. Crushing the NPA is a tall order, everyone must help.  

But how can we do this if we do not react to the taxpayers’ complaints and grievances. By injustice, abuses and poverty, we only add up to the enemies of the State and the whole country suffers. 

All peace-loving citizens must now start a crusade to win the hearts and minds of the people by asking officials of government to perform their duties without fear or favor. Every department head now must know everything what is going on down below his turf because if they remain comfortably seated on their swivel chairs, time will come when the situation becomes uncontrollable and the AFP can not do anything anymore because they can not and will not kill the people they are sworn to protect. 

It can be started by getting into the roots of what has been narrated above and all other similar events that may have happened elsewhere in the country. A bill of particulars can be made available if the departments and bureaus concerned will care to ask.  

These are the obstacles to lasting peace and the reasons why peace remain elusive and difficult to achieve.
