Businessmen, Media and Civil Societies Wants Buenaobra Retained After a series of meetings within their ranks on the issue of the retention of the Chief of Police, P/SI Oscar Buenaobra of the City who was condemned thru a manifesto (click here to read manifesto) signed by the members of the IBP and court employees of the Bulwagan ng Katarungan (Justice Hall), different organizations in the city including the business sector, local media, and other civil societies has shown their desire to have Buenaobra retained by passing resolutions to support retention.
The Filipino-Chinese Commercial & Industrial Organization of the city passed Resolution No. 5 and a joint manifesto of all the members expressing apprehensions of the outcome of the manifesto against Buenaobra by the Pagadian Justice Hall. This brouhaha started when Buenaobra had an unpleasant incident at the Justice Hall premises involving COP Buenaobra and an ordinary employee of the said office. The Businessmen’s Resolution cited that since the assumption of COP Buenaobra, the peace and order situation of the City has extremely improved where a lot of illegal activities had been minimized. This activities which include car napping, drug trafficking and a lot of mysterious killings had been solved and earned Buenaobra the “Chief of Police of the Year” award in 2006. Meanwhile, in a three-page letter from the Junior Chamber International Philippines, Pagadian City HEIGHTS Chapter , a world wide federation of young leaders and entrepreneurs thru its President Pete Tria III sent to PCSUPT. Jaime G. Caringal, PNP Regional Director and to PSSUPT. Ramon M. Ochotorena, PNP Provincial Director, said that the said organization, upon the request of the Board of Directors, conducted its own investigation to find out the pros and cons of the incident. The following is a summary of the findings of the team; “That on June 1, 2007, COP PSI Oscar Buenaobra personally made a follow-up of Criminal Case No. 8641, PP vs. Arsenio Sebag Y Navarro for Violation of Sec. 11 Para. 3 of R.A. 9165; Buenaobra is a well known personality in the Justice Hall as Chief of Police as he frequents the Bulwagan ng Katarungan more often that always to follow-up cases which the police filed against certain syndicated crime groups that have posed a perennial peace and order problem in the City of Pagadian,” “In this particular case, the accused may have been a subject in the syndicated drug group that could have a hand in embarrassing the Officer of the Law to deposit his issued firearm which could have irritated Buenaobra who told him to wait until he is back from the Chamber of Judge Anecito Galon.” “ After COP Buenaobra talked with Judge Galon, he returned and found the accosting employee who turned out not to be a security guard but who could have been paid by the influential drug syndicate to embarrass the Chief of Police,” “As a consequence of his aborted mission, the employee, Guillermo Daarol got a dose of his own medicine.” The organization findings “that the incident was very minor and verily the Manifesto was exaggerated to the point that the signatories, at least, some of them simply wanted PSI Buenaobra out of the city, the reason is obvious, Buenaobra is so far the only Chief of Police of Pagadian City who has dared to fight organized crime in this city.” “It is lamentable to note that the criminal justice system should have for its pillars, the police, the community and the judiciary. But here around, at this time, we have only the police and perhaps the community but the other pillar seems to be on the other side of the fence. Will the police give up its mission? ” In related development, the Bicol Association of Zamboanga del Sur, in their regular meeting also passed a Resolution supporting the continuance of PSI Oscar Buenaobra as Chief of Police in the City, “we felt very apprehensive now of the outcome of the courts manifesto which could lead to the relief of our City Chief of Police which should not happen as the incident was only very minor compared to the accomplishments of Buenaobra which made Pagadian a peaceful city and gave us real peace of mind as tax payers in the Community. Likewise, the Pagadian City Council passed a Resolution No. 2007-2201 strongly supports the call for the retention and continuance of P/Sr. Inspector Buenaobra as acting Chief of Police of Pagadian City. According to the Resolution, that the Filipino-Chinese Chamber and Industry, Inc. and the Liga Ng Mga Barangay federation, in manifesting their apprehensions, particularly on the fate of the City’s peace and order which have since virtually and continuously improved under the aegis and police leadership of COP Buenaobra have sought and prayed for the retention and continuance of the subject police officer as Police Chief of Pagadian City given his exemplary performance and accomplishments in making the City of Pagadian a secure place to live in and conducive to trade and commerce. As of press time, the Zamboanga del Sur Press Club also showed support to the retention of P/SI Buenaobra thru their resolution citing that PD Ochotorena as Buenaobra’s immediate superior, should be retained as the COP of Pagadian, and same resolution was passed for the City Mayor to retain P/SI Oscar Buenaobra as the city COP, both resolutions cited that as chief of police Buenaobra has done a good job to eradicate and subdue crime related incidents especially in its campaign against illegal drugs, robbery, thievery and other crimes that makes the city lawless and disorderly.
