“Police checkpoints only be limited to the most strategic locations in the province of Zamboanga Peninsula preferably near the provincial boundaries”, this is one of the directives issued by the Police Regional Office (PRO-9) following a meeting with the vegetable dealers and transport groups on October 10, 2007.

This pertains to the clamor of the said group on the unnecessary roadblocks, checkpoints, especially in the National Highways and major thoroughfares that restrain their movements causing delay in the transport of commodities, vegetables, canned goods and other perishable items.

It was reported that some of these roadblocks, checkpoints were reportedly utilized by some law enforcement agencies to extort money from the “viajeros”.

           

The said group also raised queries on issues pertaining to the following;

1. Confiscation of Driver’s License by the Police Officers.

2. Conduct of Police Mobile checkpoints, visibility patrol in the crime prone areas.

3. Rampant Robbery incident victimizing Buses, Jeepneys and other Public Utility Vehicles (PUV)

4. Carnapping on the National Highways.

Zamboanga del Sur Police Provincial Office Provincial Director P/SSupt Ramon Ochotorena re-echoed the directives from the PNP Regional Office 9 to all the Chiefs of Police of the City and the Municipal Station to undertake the following order as guidelines to answer the issues concerned;

1. Remind all personnel that PNP members are not authorized to Confiscate Driver’s License to any traffic violation and any police operations except when necessary and the apprehending officer is deputized by the Land transportation Office (LTO).

2. Check and apprehend motorist detaching, switching and replacing car or motorcycles plates.

3. Intensify the conduct of police checkpoints for purposes of anti-criminnality operations and for providing assistance to motorist and pedestrians only.

4. Asking money or any material things is never allowed.

5. Avoid stopping vehicles especially those transporting goods and commodities which cause unnecessary delay except those vehicles tagged due to traffic violation and other offenses by police units or other law enforcement agencies and

6. Remind all personnel to the proper procedures in responding to robbery hold-up incidents in buses, jeepneys and other PUV as stipulated in the directives and guidelines.

“We are requesting the public to inform our office immediately regarding any violations of the said directives so that we can impose disciplinary action against our policemen,” PD Ochotorena disclosed.
