Pagadian City – Two out of six suspects of illegal recruitment were arrested at Cayagayan de Oro City by the operatives of National Bureau of Investigation (NBI) through a Warrant of Arrest issued by RTC Judge Anecito Galon, Branch 21, Pagadian City for the crime of Syndicated and Large scale Illegal Recruiter under criminal case 8841-27 dated November 16, 2007 with no Bail bond recommended.

The two arrested suspects were a couple identified as Cesar Caraon, Jr. and Jhelly Irish Caraon, proprietors of the DHC–International Recruitment and Consultancy Service Inc., based in Cagayuan de Oro City. They were presented to the media by Mayor Sammy Co together with NBI Pagadian District head Atty. Moises Tamayo and Engr. Vince Quipot City PESO Manager during the press conference on February 16, 2008 at Pagadian City Hall.

In an exclusive interview with PESO Manager Engr. Vince Quipot, when asked how and why this happened that this illegal recruiters were able to victimize our applicants since you have this Job Fair twice a year, (an employment program implemented by Pagadian City Mayor Samuel Co in order to give job opportunities to job seekers by inviting different recruitment agencies from other places that are accredited by the DOLE and POEA), Quipot explained “Actually the DHC International Recruitment Agency is a legal and licensed agency based in Cagayan de oro City but since they violated some provisions and one of those provisions is a failure of deployment of applicants inspite giving money. In fact, these recruitment agencies cannot conduct recruitment in any area without the coordination from the PESO and without the Special Recruitment Authority issued by the Philippine Overseas Employment Agency.

Our office received complaints by three applicants, namely, Genevieve Ornopia, Shiela May Quilala and Denise Lyn Buniel all residents of Pagadian City. According to their signed affidavits submitted to us, the suspects tried to collect from them Three Hundred Thousand pesos each and they have already paid One Hundred Sixty Thousand pesos each in exchange of their assured deployment for United Kingdom (UK) on 2005. Until now they have no deployment order coming from the said agency. Out of apprehensions they might lose their money they sought the assistance of the PESO Pagadian,” Engr. Quipot told this writer.

What is you action? “We helped them in the facilitation of filing legal action against those suspects, actually for humanitarian reasons the people behind the DHC agency cannot blame us because our office (PESO) have informed them regarding the complaint filed against them. We have given them more than one year already to settle the case but still the said agency ignored our request which resulted in the filing of the legal complain,” Vince Quipot explained.

“We have warned already the suspects but still they refused to settle with their clients who already gave them the money. I am warning the local residents not to easily rely on the different recruitment agencies to avoid a similar incident of swindling. We advise the people to visit our PESO office first to double check the legality of the different recruitment agency,” Mayor Co, also said.

It was learned that Mr. and Mrs. Caraon have expanded their recruitment activities in Iligan City, Cebu and Bohol area. The same modus operandi of victimizing their applicants have been observed. There are at least 30 individuals who have already been victimized but until now they have failed to surface and file charges against the couple and luckily Pagadian City successfully did the legal action that resulted in their arrest, Atty. Tamayo disclosed.

The couple are already detained at the Pagadian City Jail, while four others were still at large and under manhunt by the NBI operatives. The four are identified as Reoby Magbanwa, Moody Epon, Grace Panay and Charisse May Abian.
