Bothered by the unpaid GSIS Government Share Premiums by her predecessor, Governor Auring E. Cerilles lately appealed before the President of Government Service Insurance System (GSIS) to avail of favorable consideration.

In her letter last November 6, Cerilles explained the circumstance why at present the Provincial Government owes a total amount of P11,699,107 to GSIS including interest and penalties. 

{sidebar id=8}Cerilles cited that her predecessor former Governor Isidoro E. Real, Jr. failed to pay the Provincial Government’s share of GSIS premium for its employees for the period January 1, 1997 to December 31, 1997.  During this period it only totaled to P9,129,563.33 as its principal, per Bill No. AAS-99-103 dated June 30, 1999.  As of May 15, 2006, it accumulated penalties/surcharges to a whooping P11,270,865.00 and for the month of November, this year, it already compounded to P11,699,107.30.

Why she failed to pay the arrears of her predecessor when she took over the helm? Governor Cerilles averred that as she assumed office in July 2001, the province was just divided by virtue of RA 8973 creating Zamboanga Sibugay. As a result, the separation of 16 municipalities comprising the 3rd District from the mother province had tremendously slashed down her Internal Revenue Allotment which unable her to cope with the unpaid balances of her predecessor.

Since then, the Cerilles Administration has been maximizing the use of IRA which was not enough even to fund pro-poor development projects of the province. 

Much of her intent to settle such account but Cerilles regretted to declare that the limited funds could not accommodate the huge amount of the GSIS arrears.

Consequently, since the lady governor is obliged to pay the GSIS arrears of her predecessor, she pleaded to GSIS president Garcia to grant the province of Zamboanga del Sur with the Payment/Collection Incentive Program but in a modified scheme.

Cerilles specifically requested that the 50% of the principal amount and the total accumulated interests be condoned.  Furthermore, she requested that she may be allowed to settle the remaining amount in a staggered basis payable within 5 years so that she could afford to allocate funds for its annual amortization. Otherwise, her on-going economic development projects would be sacrificed.
