 Councilor Michelle Velayo-Rota The Philippine Councilors League-Zamboanga del Sur and Pagadian City Chapter as a federation recently chose their officers for 2007-2010. A lady councilor from Tukuran was chosen by her fellow councilors of Zamboanga del Sur to be president.
Tukuran municipal Councilor Michelle Velayo-Rota who garnered 141 votes from her colleagues, said with News and More, that
PCL presidency is not by trial and error The former president, City Councilor Frank Jefferson Villegas appealed for human compassion and apologized for his inactivity during his term. Villegas, who was unopposed during his presidency, received some criticisms from his colleagues during his term.
During the PCL plenary before the election for 2007-2010 term, he said in his message that,
All your criticisms are true, however, I appeal for human compassion and understanding, for not only personal reasons, but, we sometime commit mistakes, and I apologize. Villegas also campaigned to have another chance for the presidency. In the election proper, Villegas got only 92 votes from 238 councilors who cast their votes. The new officers of the Philippine Councilors League-Zamboanga del Sur and Pagadian Chapters were: SB Member Gilbert Villarta of Guipos, Executive Vice President got 143 votes. The incoming 1st VP for the 1st District, SB Member Jaime Edullanters of Mahayag gathered 53 votes and the 2nd VP to represent the 2nd Distrcit, SB Goerge Gonzales of San Pablo garnered 27 votes. SB Member Liwaya Paras of Midsalip who garnered 124 votes will sit as the newly elected Secretary-General, while SB Member Margie Arcite of Ramon Magsaysay will be the 2007-2010 PCP Treasurer, garnering 140 votes. PCL Auditor is SB Member Merlinda Maata of Vincenzo Sagun garnered 124 votes. Unopposed SB Member Allan Martinez of Tigbao, is the leagues new Public Relation Officer who garnered 164 votes, while SB Member Celso Matias of Bayug who got 125 votes is the PCL Business Manager. The new members of the board of the federated PCL to represent the 1st District are: SB member Basid Manupac of Labangan, SB Member of Reynante Borling of Dumingag, SB Member Raul Ceniza of Aurora, and SB Member Jude Dexter Machon of Tambulig. For the 2nd District, SB Member Wilfredo Asoy, Jr. of Dinas, SB Member Vincent Fernandez of Lapuyan, SB Member Jonathan Medico of San Pablo and SB Member Arlan Magallanes of Tabina will sit as the federated board of directors. DILG Provincial Director Hadji Abcede Asjali acted as the COMELEC Chairman while City Councilor Ben Culve and SB member Besmanos were the two members. The PCL General Asembly and Election of Officers for 2007-2010 was visited by the Interim National Chairman, City Councilor Michael Fernandez of Dagupan City who also made an update of the Philippine Councilors League National Membership programs. Mayor Sammy Co who was represented by the City Administrator, former councilor Rufino Amor, who congratulated the PCL Provincial Federation who came and responded to the call for a united front in their legislative function to become one and fulfill a vital role in good governance. The assembly was held in Margarita Hall, Hotel Camila and ended with a fellowship and closing program at Cafe Ilang-ilang sponsored by the City Government.
