Six months and 20 days to be exact, Lawyer Mark Anthony S, Padayhag served as acting legal officer of the province after Atty. Mary Ann W. Tugbang vacated the post upon joining the Provincial Prosecutor’s Office.
Finally, he officially owns the post when the Sangguniang Panlalawigan affirmed and confirmed him as provincial legal officer during its 33rd Regular through SP Resolution No. 2K8-325 dated April 10, 2008. Just sitting behind as among the audiences during the session, acting presiding officer Juan Regala, did not notice Padayhag’s presence while the body deliberated his confirmation. Under a 1-minute recess, the members of the board congratulated Padayhag who likewise appreciated and thanked their kind gesture.
Thirty three year old Padayhag enters the provincial government service since 2004 shortly after he passed the BAR exam. Now at the helm, expresses his desires the Provincial Legal Office (PLO) to function as proactive that would jibe with the dynamic programs and projects lined up by the Cerilles Administration. As legal arm of the provincial government, Padayhag wants that PLO to act beyond its traditional work such as conducting preliminary review of the contracts to be entered by the provincial government, lawyering its cases filed in court but also give the legal support to the different departments.Padayhag cites ideal set up of a provincial legal office with 3 legal officers and at least 5 legal researchers, who at the same time act as liaison officers to the different departments of the provincial government. A lawyer who will conduct investigation and handling administrative matters, another one to review legislative acts and one who will assist in the procurement specifically at the bids and awards level, COA among others. Currently, PLO has only him as chief and lawyer Carlos Madarang with one legal researcher. As an ongoing activity, PLO is now assisting the Taskforce Sagip Kayutaan created by Governor Cerilles which conducts inventory of real properties of the provincial government as according to Padayhag there are properties reflected on record but actually positioned by some private individuals.
